THE CIVILIAN SECTOR

"We are a democracy, but we emphasise wisdom above mob rule. The Representatives voice the people they represent, and the Senate polishes the rough edges. The Royal Court offers their wisdom and advises the Senate as to not let passion overcome reason and vision."

DIVIDED TO UNITE

The Civilian Sector comprises the main body of governance which unites the Confederacy of planets in order to maintain harmony, stability, and progress for the entire human race.

To balance the interest and maintaining checks-and-balances against each other, the wisdom of The First Monarch dictates the Civilian Sector shall be divided into three:

THE GOVERNMENT

Whichever party or coalition forms a majority in the Parliament is constitutionally granted the right to form a government, headed by the dominant party's secretary which will hold the title of

The Prime Minister.

The Prime Minister's task is to lead the ministries and ensure the administrative task of running The Civilian Sector. He has the responsibility to choose ministers, though subject to his party and coalition checks, and ensure a smooth running of the government.

If his party decided to sack the current secretary, then the Prime Minister title goes to the next secretary.

THE PARLIAMENT

The Parliament comprises the Representatives elected by constituents across the galaxy and the Senators elected by highly-esteemed and senior members of society. It is divided into two:

Representatives

THE SEATS OF THE REPRESENTATIVES

Each planet is divided into provinces, and each province gets to elect a representative and send them to Terra. Although date of election may vary between planets, but generally the planets tend to follow one "election season".

Representatives main job is to represent their constituents and voice their interests in the parliament. The Prime Minister is generally a Representative who leads their party and/or coalition as the secretary.

Through a democratic process they draft, propose, pass, and reject bills and policies. Once a bill passed the Representative, they are forwarded to the Senate for "polishing" and "filtering".

THE SEATS OF THE SENATE

Senate

Unlike Representatives who are elected by province, the Senate is elected through a planet-wide special plenary session by esteemed and senior citizens of the planet. Depending on how populous or how economically important a planet is, the numbers of senators each planet are entitled to may vary. They are typically, though not strictly, elderly members of society.

The idea of the Senate is to "ensure passion do not overwhelm reason and vision". Thus every bill that is passed by The Representatives must get through The Senate in order to be debated further, polished, and rejected if it is unable to be improved.

The Senators do not do their job on their own. They are often required to consult with The Royal Court concerning highly meticulous matters of ensuring laws and bills passed do not violate the will of the reigning Monarch and The First Monarch's constitution.

THE ROYAL COURT

The Royal Court is a council of judges who are appointed by The Monarch himself. They typically rule for life except in extraordinary circumstances where early resignation is requested.

Other than assisting The Senate in interpreting the constitution drafted by The First Monarch and subsequent bills and amendments, The Royal Court also acts as a dispute ground for major constitutional crises and major conflicts of bills and laws on the ground.

They are arguably the most influential members of The Civilian Sector, capable of overturning even the most rigorously drafted bill and granting a pass of the most ideologically charged policies so long as they consider them beneficial for the betterment of mankind.

IDEOLOGY IN COLOURS

The Crowned Confederacy does not limit the formation of political parties, for the Freedom of Speech is guaranteed by The First Monarch's constitution so long as they do not threaten harmony.

However, two political parties have been dominant for the past century: the conservative Public Prosperity Party (P3), and the liberal National Consciousness Party (NCP). Though in recent years a new party has risen among the thirds: Movement Rationale (The Intellects).

THE BASTION OF TRADITION AND FREEDOM

The Public Prosperity Party (P3) is the oldest political party in existence. It was founded in the 21st Century as The Business and Economic Centre for New Humanity, a think-tank institute that grew ever more political and finally taking the form of a political party.

LIBERTY FOR GROWTH AND

PROSPERITY

Members of the P3 believe in the strengthening of market institutions and extensive support to the business community in order to entrench a powerful economy and promote capital growth throughout the galaxy. They do not look too kindly on overly interventionist policies in the economy.

THE PUBLIC PROSPERS THROUGH TRADITION

Social and Cultural Conservatism is a rallying cry for the P3 and its most zealous constituents. They believe in the moral supremacy of traditional institutions and family values, which they argue holds the key to a truly harmonious society that could help humanity achieve the greatest they could be without falling into dangerous aberrations and deviations such a highly sexualised culture and the questioning of existing cultural codes.

THE NATIONAL CONSCIOUSNESS PARTY

"Even an invincible building falls without a solid foundation. Everyone deserves a chance to be at the top, and their origin stories should be a strength, not impediment, to their ascendance."

PROGRESS IS KEY TO OUR UTOPIA

The NCP began as the amalgamation of opposition parties that kept on failing to contest P3's domination. At the dawn of the Galactic Economic Crisis in 27th Century, these parties formed a grand compromise and united to once-and-for-all end P3's six-hundred-year rule of The Civilian Sector.

BUILD THE FOUNDATION

The NCP's flagship principle is the creation of a strong welfare and safety net to ensure the security of wage-earners, hence the harmony of society. To fund this, they fight for a heightened wealth and income tax for the richest citizens and increasing the corporate tax. Their belief in a strong market matches that of the P3, but as they would always quote: "A strong market is good. A wild market is dangerous."

REPRESENTATION

FOR ALL

Affirmative Actions in favour of promoting various marginalized members in the society is a key stance of the NCP. Outside the electoral sphere, they believe the upper-class has been too male-dominated and either born in the Sol System, or a direct descendant of. They believe that aspirations of the every member of society can only be translated into policy if the upper-class is fairly representative of the people.

MOVEMENT RATIONALE

"The NCP wants to reward the undeserving. The P3 wants to punish the deserving. We need a third way; a way to ensure those who deserve wealth and power actually earns them."

The Hierarchy of Competence

Mirroring both P3 and NCP, it began as the amalgamation of think-tank groups opposed to the policies of both major parties, which called itself the Institute of Higher Citizenship. Its leadership comprises highly-educated men and women who believed that politics is increasingly dominated by "non-intellectual discourses". Though they initially focused on data collection and advisory roles to companies and politicians, a drastic move pushed them into forming a political-wing of itself, The Movement Rationale.

All Power to Merit

The basic principle of The Intellects' political philosophy is the promotion of policies that rewards highly intelligent individuals. They argued that people who are more intelligent are more capable of helming leadership positions compare to those who are less so. This principle serves as a strong message to people: that so long as they have the capacity to contribute, their background and origins will not hold them back from gaining wealth and prosperity.

Intelligence is Identity-Blind

The Intellects believe that so many have been denied wealth and power simply because they were born to the wrong planet and to the wrong family, and some simply was born into the correct womb and end up with immense power and wealth.

As part of it social-harmonising policy, The Intellects is a zealous proponent of the Blind-Test policy which will allow everyone from all corners of the galaxy to be truly tested on their merit in order to rise in the hierarchy of competence and power. Success will mean the truly deserving will helm society and guide their lesser siblings into a better future.
